Abstract
Health human resource at the LGU level requires technical and managerial skills to perform effectively and efficiently. The Zuellig Foundation's Program on Managing Change and Becoming a Transformational Leader provides a vehicle to update the mid-level health managers' competencies in leadership and management. Statistical evidence supports that there is a significant difference in perception of training needs among mid-level health managers, staff and supervisor. Results show that the Health Leadership and Management Program is responsive to the needs of mid-level managers of the public health sector, although some of the content will have to be reviewed and a more comprehensive curriculum will have to be incorporated, especially topics on financial management skills and curtailment or reduction of bureaucratic red tape and improving the efficiency in the health office.
