dc.description.abstract In the quest to enhance Information and Communications Technology (ICT) capacities within the Philippine government, this research critically assessed the current state of ICT research support systems. Recognizing the pivotal role of robust research infrastructure in fostering technological advancement, this study focused on the public ICT organization in the Philippines which was also the primary public ICT research organization. By employing two established frameworks—Capability Maturity Model Integration (CMMI) and Information Technology Infrastructure Library (ITIL)—this research aimed to provide a comprehensive assessment of the existing ICT research support mechanisms. CMMI was utilized to determine the maturity and efficiency of processes involved in ICT research, while ITIL offers insights into best practices for the management of ICT services. Additionally, survey is employed to assess the skills of the workforce, providing a status of the ICT capabilities of the workforce, and document analysis is conducted to thoroughly examine current practices and systems in place. Document analysis, using the READ approach (Read, Extract, Analyze, and Distill Findings), is conducted to thoroughly examine current practices and systems in place, thereby enriching the understanding of the operational context. The primary problem addressed in this study was the evaluation of how effectively ICT research support systems contribute to strengthening governmental ICT capacities. Through an in-depth analysis of current systems and processes, this research identified gaps, inefficiencies, and areas for improvement. The findings were expected to inform strategic recommendations for enhancing ICT capabilities, contributing to more effective governance and service delivery in the Philippines. This study not only shed light on the existing conditions and challenges but also paved the way for future research and development efforts to fortify the ICT research infrastructure within the public sector.
