dc.description.abstract This study examines the critical role of research and development (R&D) in local legislative policymaking, particularly in the creation of ordinances within local government units (LGUs). It explores how R&D is integrated into the legislative process to improve governance and agricultural policies. The research aims to understand the methods used by legislative departments to develop ordinances and the impact of R&D on policy legislation. The findings may reveal gaps in current policies and offer a framework for incorporating R&D into evidence-based policy formulation, leading to better-informed and sustainable agricultural practices. The study used ethnomethodology to analyze the legislative department's committee hearings, focusing on the social organization of interactions. This research will involve detailed data analysis to decode local governance operations, aiming to provide a comprehensive account of legislative procedures and contribute to ordinance development and understanding social interactions. The thesis examines the crucial, yet often informal role of Research and Development (R&D) in city government legislation, particularly in agricultural policy-making. It reveals that council members' knowledge and language use reflect R&D's influence, despite the lack of formal R&D structures. The study suggests that integrating R&D more systematically into the legislative process could improve policy efficacy and benefit the community.
