ItemClinic Information System( 2004) Reyes, Alexander Joseph L.The project implements a clinic information system. It is designed for use by an individual practitioner and a hospital resident’s clinic. In addition to patient data, charting, prescription and billing functions and report generation, there are features to make key pieces of data instantly available to the physician. If used in a multi-specialty setting, the data is shareable, facilitating a multidisciplinary approach to patient care. It has the capability of being scaled to accommodate the requirements of a multi-specialty clinic. Special purpose forms can be added and removed as needed. These forms allow data to be tagged for research and data mining activities. Open-source components were used, minimizing setup costs and facilitating further development by other parties. RDBMS, web server and browser components were used making, key features of these technologies, such as remote, simultaneous, and secure access immediately available. Test scripts were used to validate crucial server functions. The entire system was tested and is currently being used in an ophthalmologist’s private practice.

ItemCordillera Career Development College Personnel Information System( 2005) Puntawe, RolandoThe project transformed the existing manual personnel data recording and information retrieval processes of the Human Resources Management Office (HRMO), Cordillera Career Development College (CCDC), into a computer-based Personnel Information System (PIS). When operational, personnel information will be available on-line to authorized users through LAN-connected computers. CCDC is located in Poblacion, La Trinidad, Benguet, with about 2.500 students, and about the one hundred eighty (180) personnel, of whom one hundred thirty (130) are faculty. The project stems from a November 2002, directive of the College President to initiate computer-based information system projects. A client/server RDBMS architecture was adopted, using the existing school LAN. After a meticulous review of Internet literature, it was decided to use MySQL, MS Access, MyODBC, TCP/IO, and the underlying SQL and VBasic programming languages. Total project development consists of three phases, 1) a database management sub-system, 2) an internet-based information browsing subsystem, and 3) a hardcopy report generation subsystem. This project construction is limited to phase 1 only. Development proceeded along with the “waterfall model” utilizing RAD and prototyping techniques. Phases 1 is concluded by parallel conversion, 1) to evaluate and improve the functionalities of the GUIs, 2) to provide exhaustive tests to identify and rectify bugs, and 3) to populate the database for subsequent development of the other two subsystems.

ItemWeb and SMS Inquiry System (WSIS)( 2006) Contemplo, Mark Anthony A.As students of the University of the Philippines - Open University (UPOU), academic performance tracking is very essential. Information such as periodical and final grades, assignments and exam results measure how well students are doing. But unfortunately, most of the time, this information is out of reach whenever needed for self-evaluation. Due to this, there is a necessity of a system that will help students monitor their academic performances, an Information System (IS) that will enable students to inquire about their grades/results 24/7 through a Short Message Service (SMS). With the use of today’s SMS technology and accessibility, academic performance tracking will be more convenient, prompt and easier. Working on this project will surely enhance the author’s knowledge and skills in the field of IT particularly in systems development and integration. Similarly, the author will be please to implement this project in real-world if given a chance. This project idea budded upon the author’s colleague’s initiative of wanting to create an SMS system product. To ensure a positive outcome, the project development will be using a method of developing a system that could provide faster results, requiring less up-front information and offering greater flexibility.

ItemService Vehicle Information & Maintenance System for a Power Company( 2006) Maghuyop, Delfin Jr H.The intended clientele of this project is a functional group of a power company located in Mindanao. Service vehicles are an essential part of the execution of the group’s functions. Generally, there is a lack of recorded data about these service vehicles. The inadequate information does not facilitate the analysis and utilization of this important resource. The project is an information and maintenance system for the use of these service vehicles. Primarily it aims to facilitate the scheduling and booking of vehicles, help in the scheduling and reminding of maintenance schedules, assist in the determination of fuel efficiency, and to facilitate the archiving of major vehicle-related information. The information system was selected because there was an observed need for it based on the personal observation of the developer, being an employee of the company, and also base on the requests of the end-users interviewed during the initial investigation. The information system would greatly improve the performance of the group because it directly supports the execution of its functions. Note that the group directly supports the execution of its functions. Note that the group directly supports the analysis and control of the whole Mindanao electric grid. This will ensure the continuous supply of reliable electricity for the whole island. On a personal level, working on.

ItemBarangay Management System( 2006) Lim, Nestor M.Barangays represent the government at the grass-root level. They are considered the epitome of what the government can offer and are the court of first help of the general populace. The proponent intends to provide some automation and computing service to these barangays in order for them to be able to serve the community better. The main product of this project is a user-friendly information system that would be able to store, manage, and process information needed by barangays in general. It also has the capability to automate selected tasks common to many barangays. The proponents believes that the success of this project would provide a great service to our nation especially since it touches the very basic units of society. Many barangays nowadays rely on informal information coming from the community when they make decision-making work. Commonly, this leads to inaccurate or erroneous decisions that affects the community in general. This project aims to reduce such problems. Efficiency, accuracy, and productivity can easily be achieved by the recipients of the output of this project - which in turn would give them more time to do more essential things. The proponent first proposed this project for the barangays in the province of Cavite. Although the project is presently on hold due to some political constraints, the proponent decided to pursue this in the meantime as an academic exercise. The proponent intends to more or less follow the Rational Unified Process as system development and project management methodology. Purely object-oriented analysis and design techniques will be employed and some design studies on aspect-oriented programming (AOP) and other information systems being used by selected barangay are planned.

ItemImplementing a Business Intelligence (BI) System in Educational Institutions (Final Documentation)( 2006) Vitales, Sarina BEducational institutions, just like any business enterprise, are concern with controlling costs, increasing revenues, providing high-quality services and excelling the business. Shrinking enrollments, rising costs, greater competition, changing grant, funding and reporting requirements, insufficient in-house manpower and technical expertise in ICT – these are but a few of the challenges that educational institution faces today. Administrators are asking how can we make the decisions that move us from reactive to strategic, from passive to dynamic, from declining to increasing enrollment? This project’s main objective is to implement a Business Intelligence (BI) System that would organize and translate institutional and academic-related data into useful, understandable, and responsive information. Business intelligence (BI) is the means by which organizations interpret this sea of data to derive insights that are critical to competing in the new economy: a deeper understanding of learning environment and student achievement relationships, key performance indicators, and a consistent view of the learning environment from the administrative level to the teachers and students on the front lines. By translating these insights into action, institutions can improve student achievement, respond more quickly to students or sub-groups which may be falling behind, and improve accountability by giving everyone an accurate view of the educational environment. Working on this project, the benefits that I will gain will include further knowledge in implementing a business intelligence system in the educational institutions; gain skills in designing a data warehouse and data mart for this industry sector; and acquire further understanding and experience in designing data models for academic-related business intelligence analysis. The system development process that will be used for this project is the Business Dimensional Lifecycle consisting of the following activities: Project Planning, Business Requirement Definition/Business Discovery, Technical architecture design, Dimensional Modeling, Physical design, Data staging and development, End-user application specification, End-user application development, Deployment, Maintenance and Growth, The methods that will be used to develop the project are to conduct design studies unique to this industry, assessing existing alternatives, production of prototype, development of assessment instruments, user evaluation/feedback on the prototype, revision of prototype, and preparation of final project documentation/report. Project assessment will be done with criteria that may include evaluation for business value, user acceptance, information quality, and sustainability.

ItemAutomated SMS Airline Reservation System: A Venture in Java Technology( 2006) Alobba, Rex Jason O.This project is undertaken to develop a system for serving client of airline ticketing offices. Currently, airline ticket reservations can be made through face-to-face transactions or through phone calls and other personal means of communication. This project attempts to add a new dimension to the reservation system within a workplace (that is, the local travel agency runs the home-based system) by Short Messaging Service (SMS). The SMS system will be used to automate user reservations through the use of mobile phones. The objective of this project is to create a simple computed system that can create airline reservations by establishing communication between the client and the computer system. In short, the client communicates with the ticketing office’s computer system to make airline reservations with minimum human aid on the office’s side. Confirmation of flights will still take place through people-to-people communication. This is fairly simple yet innovative system that the student has developed. There will not be a need for systems analysis and design of a complex information system. All the is needed for the ticketing office’s system is a personal desktop computer that can be connected to a digital mobile phone. The new system will make it easier for clients to make airline reservations since automation is at work on the ticketing office’s system. The client sends an SMS (or “text”) message to the system to make an airline reservation as well as to make inquiries. This will also be beneficial for the students as a developer, challenging his creative abilities to create a system that may be simple, yet may require a complex solution when being developed in Java technology. Does the development require hard work, and the result? A simple yet functional system. At this stage, the student was able to propose the system to a travel agency that goes by the name of CMG Travel and Tours. This institution has granted approval to the proposed system, and thus it can be implemented. The system development process started with the analysis of the existing system and available resources. Since the project was feasible, the system was designed. After the design phase, the system was implemented with a prototype. This has been tested. The results were a working system that can be installed in the institution. During the development, the student did research on Java technology for all the components of the system. Only the core components have been implemented using this technology. The project has been evaluated in terms of its effectiveness in fulfilling the purpose of making it easier for clients to make airline reservations through the use of an automated system. It should be an asset to the institution and not a liability. This system is based on a concept that can lead to further research in the area of SMS interfacing. SMS interfacing has been available through open-source software. It communicates with mobile devices such as mobile phones and GSN modems to be able to interface with desktop servers. These servers allow client access through the parsing of SMS messages sent by the client to the mobile device’s number, constructed with a prescribed structure that the server can understand.

ItemPhilippine Health Information System Phase 1 Public Health Information System( 2006) Aragona, Jovita V.The Department of Health recognizes that for effective and efficient management of health services, the support of information is critical and vital to its success. The development of the Philippine Health Information System Phase 1 – Public Health Information System originated when the National Epidemiology Center of the DOH invited technical staff from Information Management Service to discuss the current DOH health information system and the role each office assumes as far as information systems and software development is concerned. The primary result of this discussion is the integration of effort and resources of both offices to develop an integrated Philippine Health Information System that includes three (3) major systems, namely: public health information system, hospital information system and clinical management information system. The development of the integrated PHIS is divided into phases, namely Public Health Information System – Phase 1, and the Hospital and Clinical Managements Information System – Phase 2. The lack of timely, updated and accurate health data is a major problem in the DOH health information system. The PHIS – 1 address the current issues, concerns and/or problems in public health information system in the DOH. It is built on a people-centered perspective and sustainable Health Information System useful at all levels of implementation. The use of the PHIS-1 enables rural health unit facilities of the DOH to improve the current health service delivery, provide useful information, i.e., patient monitoring, tracking, follow-up, case management and surveillance, strengthens reporting of health data to the DOH Central Office and supports planning and policy formulation. The PHIS-1 is developed using the system-oriented and prototyping approach in system and software development. It utilizes the existing Information and Communication Technology standards of the DOH in Systems and Software Development, Database and Network Standards and Documentation Standards.

ItemWVCST E-Procurement System (WVCST-EPS)( 2006) Navarrosa, Maureen Nettie C.The Western Visayas College of Science and Technology – Bidding and Awards Committee (WVCST-BAC) oversees the procurement of goods and services of the College. Some problems were identified with the current procurement process, including the lack of transparency and the inefficiency of the procurement process due to manual and paperwork which causes the delay of the overall procurement process. Procuring by electronic means is the existing alternative to solve the problems identified in the existing system, thus the WVCST-EPS allows the WVCST management to wield better control over procurement of goods, consulting services, and contracting for infrastructure projects. The objectives of the system are to promote transparency and to enhance the efficiency and effectiveness of the procurement process of WVCST. The major benefit that the users can gain from this system is that the procurement process is fast, convenient and reduction of transaction costs in terms of time, effort, and money. In line with the task of BAC and pursuant to the provisions of Republic Act 9184 which took effect on October 8, 2003, the BAC and the Supply Office initiated that the “WVCST E-Procurement System (WVCST-EPS)” be developed. The system was developed using the prototype model. Mock-up was developed and shown to the client. Revisions were made until the prototype satisfies the client’s requirements. To assess whether or not the project has solved the pressing problem of transparency and efficiency in the procurement process, a survey study was conducted.

ItemInformation System on Categorized Teacher Materials and Online Examination with Item Analysis( 2006) Castillo-Ramoran, VanessaThe World Wide Web has become a good source for learning materials. It has proven itself to be a good medium for instruction as quality computer-based instruction has swamped in. it will not be a surprise for the World Wide Web to be used as an efficient and effective medium for assessing students through test performances. EOL (Examination OnLine) is an information system that organizes examination questions categorized by subject, by chapter and by level of difficulty. Examinations can be constructed by a teacher by specifying the coverage (the chapters included), the difficulty distribution (the percentage of easy questions, percentage of average questions, and percentages of difficult questions) and the number of items in each question type (multiple choice questions, filling the blanks questions, matching type, true or false, modified true or false, essay and problem solving). The teacher can edit the examination generated by the system by adding more questions or by deleting questions the teacher does not like. After the generation of an exam, it can be randomized differently for each student in the class list so that item number 1 in one student may be item number 5 or item number 10 to another student. The item arrangement is differently randomized for each student. The examination can be taken by the student online. For security, the student’s access to an exam may be turned on or off by the teacher. The exam data bank is made online so that teachers may update the questions anytime and anywhere. After an examination, the teacher may let the system automatically check students’ answers to multiple-choice, matching type, and/or true or false questions. The teacher may check the filling the blanks, modified true or false, essay and problem-solving questions online. Filling the blanks questions may be automatically checked by the system if the teacher is strict with correct spelling. When the exam result is ready, the Item statistics of multiple-choice questions can be computed. This is to ensure the validity of the exam. The teacher may be able to view the exam results of all students. The student may view only his/her own exam results. Students’ and teachers’ accounts are created by the administrator.

ItemPhilippine Military Academy Entrance Examination Online Application( 2006) Pizza, Geovanni L.By tradition, applicants to the PMA entrance examinations are processed using two systems – mail and walk-in. if a candidate applied by mail, he fills up a form together with some documents and PMA replied with an examination permit for those who meet the requirement. In the other method, applicants are allowed to register directly with the exam proctors on the examination day. These systems have been tried and proven all these years. The main drawback for these systems is cost and human error. In the “mail” system, a substantial amount is allocated every year for replying and mailing the exam permits. For the walk-in system “walk-in” applicant, information has to be encoded and this takes time and effort, not to mention errors, in the encoding process. Though encoding can be eliminated through the use of optical mark reader (OMR) forms, time and encoding cost is replaced with the actual costs of the OMR sheets. Another disadvantage of the “walk-in” systems is that administrators have no way of predicting the number of candidates who will take the exam. By volume, mailing cost and OMR forms for the personal data of applicants will weigh heavily on the resources of the Academy. In the Philippines, statistics show that most schools and universities have Internet access, in the Filipino home, the penetration is still relatively low but gaining momentum. More and more youth and young professionals are using the Internet not only for browsing and research but for online services. With this in mind, a prototype of the project was tested and implemented from July 28 to August 18, 2005, and again from April 1 to August 17, 2006, for the entrance exam conducted on August 28, 2005, and August 27, 2006, respectively. Base on the statistics on the total number of applicants, the only application constituted 48% in 2005 and 71.02%in 2006 of the total number of applicants. The Reuse Prototyping Model was used for this project simply because an existing prototype system is already present, and it is just a matter of enhancing the existing prototype. Inter-action with users, the applicant, and the concerned office, was greatly encouraged for enhancement and improvement of the system.

ItemWeb and SMS Based Payment & Grade Inquiry System for Tiburcio Tancinco Memorial Institute of Science and Technology (TTMIST)( 2006) Timan, Elmer M.A. Users/clientele This study aims to develop Web and SMS-based payment & Grade inquiry system for the Tiburcio Tancinco Memorial Institute of Science and Technology (TTMIST) using. “Free Open Source Systems (FOSS)” software development technologies, which will utilized the least expensive yet practically available software and hardware. Primarily its intended users are the school itself, the students, and parents. B. The Problem Domain Although there are commercially available systems which cater to the need of schools and even organizations that aim to provide other services using Web and “SMS” technologies, these systems are so expensive that state universities, colleges, or even small to medium businesses cannot afford to buy and maintain one. With this in mind, a further study and research should be advanced to discover the potential uses of Web and SMS-based systems in providing a more systematic and efficient business/office operations, which is lower in cost yet, still effective, C. The project output To develop a Web and SMS Module for the current enrollment system of the Tiburcio Tancinco Memorial Institure of Science and Technology. D. Objectives and significance of the project D.1 Objectives The project specifically highlights the following application areas and services as its objectives: Objective 1: Provision for SMS and Web Alerts Objective 2: Provision for SMS and Web Remainders – Objective 3: Provision for Info-on-demand (information-on-demand) Objective 4: Enhance Customer Relationship Management Objective 5: Provision for Customer Feedback Objective 6: Improve Data Mining All of these objectives are aimed at providing “value-added services” to the primary customers or clients of the school who are the students and the parents. Likewise, it will boost the improvement of the current system. D.2 Significance of the Project This study aims to develop a Web and SMS module to the current enrollment system of the Tiburcio Tancinco Memorial Institute of Science and Technology. The outcome of this study will be essential to improve the current enrollment system thereby providing “value-added-services” to the primary customers of the school who are the students and their parents. The study will benefit internal and external entities of the school such as: 1. School Administration. 2. School Staff and Personnel. 3. Parents and Students. 4. Research Workers E. Project Sponsor: NONE F. Description of Setting and Institutional Background Just recently, the Tiburcio Tancinco Memorial Institure of Science and Technilogy or TTMIST which is an education institution has started automating its business processes with its TES or TTMIST Enrollment System which integrates the services of the Registrar’s Office and Cashier’s Office together with the different Departments and key offices that are directly involved in the enrollment process. This paved the way for faster, better and reliable services to its 4,000 plus students which is dramatically increasing over the past semesters. Another project that was just unveiled lately is the school’s official website, which offers services to the students, especially to its graduates. Integrating these systems into one, by providing technological yet cost effective solution using the internet and the ever-popular “short-messaging system/ SMS” could provide greater opportunities to extend the school’s value-added service to the students. After the MIS Office has positively responded to the proposal, the researcher has decided to advance the study for the development of Web and SMS-based Payment Inquiry Module for the said Enrollment System of school. G. Description of the System Development Process You Plan to Follow The researcher will make use of Free Open-source Software (FOSS) for its platform in its system development, thereby using Open-source Software Development Methodology. In terms of the hardware, only the least expensive hardware that are not existing in the current enrollment system will be used while utilizing the current available hardware in the school. H. Design of the Study You Plan to Do During its Development The system design will be implemented as a multi-tier architecture. It will be developed using Apache web server with the intention of supporting various server platforms. MySQL will be used for Relational Database Management (RDBMS). Kannel SMS Gateway Server will interact with the Apache and MySQL Servers. The backend modules will be written in PHP to handle the task of communicating with the Web Server, the Database Server and the SMS Gateway. I. Proposed Project Assessment Scheme The study will employ the descriptive method of research using questionnaires as the assessment instrument and using a sample from the total number students as the respondents. The validation of the assessment instruments, however, is through the expert analysis of a statistician. In addition, to the questionnaires, an online pool will establish for a certain period of time to measure the effectiveness of the system. The responses on the questionnaires will be tallied and tabulated and the results of the online poll will be analyzed together with the results of the questionnaires for proper treatment. A serious treatment on whatever is the outcome of the assessment and revision will be applied to the prototype if necessary and as the outcome suggests.

ItemDevelopment of Web-based Content Management Information System of Small and Medium Enterprises( 2007) Barriga, Ronald A.This paper presents an alternative tool for the Small and Medium Enterprise (SME) wanting to tap the World Wide Web (WWW) to expand their line of products in the global community. It developed a web-based content management information system for SME to save development cost and proved user-friendly interface for the management of content information in the Website. An open-source Content Management System (CMS) called Joomla was used and customized to be suitable for SME use, Joomla is designed for generic application. This paper was able to develop additional extensions and modified the default configurations such that a Joomla Package for SME is formed. It used an Internet Speed Development Model in the development life cycle that leads to the development of three components, one module, one template, and three customized template form siteground.com. The output of this paper is Joomla for SME package ready to install and reusable. It is designed to be applicable to all SME website implementations. All features of Joomla are inherited in Joomla for SME and the added extensions were for better SME functionality.

SMIS is an easy-to-use information system that will enhance the ability of public schools to collect data, simplify the transmission of school information for use in the district and national reports, and enable the electronic transfer of individual student data from school to school or school to the Department of Education (DepEd). This project is designed for Silvestre Lazaro Elementary School, which is a public school located in Ugong, Valenzuela.

ItemCourse Account and Monitoring System (CAMS)( 2007) Osio, Isagani I.The project proposal is for the National Computer Institute (NCI), also referred to as “the Institute” in this documentation. NCI is the training arm of the National Computer Center (NCC), an agency under the Office of the President of the Philippines (OP). The Institute is conducting Information and Communications Technology (ICT) training since its creation (1973) for government agencies as well as interested individuals. With the increasing number of clientele and course offerings, the Institute is confronted with the problem of giving timely, accurate, and relevant information to its stakeholders. As a result, the Training Administration Group (TAG) requested for a more responsive application system that will speed up the processing of honoraria (professional fee) and the processing of another administrative requirement. Thus, this proposed system is the result of such a request.

ItemA Loan Monitoring and Beneficiary Information System for the Socio-Economic Project of the Institute of Religion and Culture, Phils, in Dumaguete City, Oriental Negros( 2007) Rivera, Melody Angelique C.The Institute of Religion and Culture, Philippines (IRC), an ecumenical organization conceived in 1979 and formally organized in 1980 by a group of Filipino Christians. IRC’s mission and vision is to develop empowered Christians who are committed to participating in the transformation of church and society. Throughout the years, IRC has initiated and implemented various programs and livelihood projects located in Muntinlupa City, Cebu City, Dumaguete City and Bukidnon. The targets of the programs are the clergy and lay leaders of the churches while the targets of the livelihood projects are marginalized people. To help IRC in achieving some of its goals, a Loan Monitoring and Beneficiary Information System (LMBIS) for the Socio-Economic Project in Dumaguete City was proposed. The LMBIS aimed to monitor the loans and payments of the beneficiaries of the Socio-Economic project and to generate needed reports. The model that was used in developing this project was the Waterfall Model, wherein prototyping, validation and verification were integrated. To design the project properly, the processes of some credit cooperatives in Dumaguete City, namely, the Siliman University Credit Cooperative Inc. (SUCCI), Dumagete Cathedral Credit Cooperative (DCCCO) and Perpetual Help Credit Cooperative (PHCCI), were studies. Wings2000, a free automated accounting system, was downloaded from the Internet and studied. A parallel run was done with the current system to check the accuracy of LMBIS in terms of report generation.

It is a web-based system design using PHP script and HTML script. It is implemented in a client-server environment using the Apache Server, and for easy retrieval and updating of data, it used MySQL as the database tool language.

ItemHospital Management System: Utilizing Information Systems in Improving the Efficiency of Hospital Institutions( 2007) Mangay-Ayam Eden G.Keeping patients’ hospitalization records in order at all times is one of the most arduous tasks in hospitals. All people involved in maintaining hospital records are expected to consistently abide by the hospital’s standard operating procedures so that the documents that they share and pass around are always easy to retrieve when necessary. With so many people accessing these documents, there is always a big possibility for these documents to be lost or torn. Miscommunication may also happen if the information written in hospital records is not clear or ambiguous. To resolve these issues, this researcher has tapped the power of modern technology by developing a system aimed to improve the storage and management of hospital data. This system is specifically programmed for use in Candon City Hospital. The objective is to create a virtual environment that connects all stakeholders in the hospital through the effective storage, and retrieval of information obtained from their daily operations. This information can then be used by doctors in analyzing the patients’ illnesses with efficiency and accuracy. The system was developed using Java technology so that it can be deployed in any platform preferred by hospital administrators. Appropriate security measure has been implemented so that information registered into the system can only be accessed by authorized staffs keeping the confidentiality of patients’ records intact. The system can cater to small to medium-sized hospital with minor customizations needed. Bigger hospitals may see the need to save more information into the system. Future developers of this system can easily manage to add more functionality as great efforts has been made to separate the design, business process, and database transactions.

ItemeBicol Development of a Bicol Online Portal( 2007) Cadag, Joseph Davidton I.The Bicol Region is one of the key drivers of the country’s economic growth. To further strengthen the role of the region in nation-building, it has to recognize the vital function of information and communication technology. To date, Bicol Region maintains islands of databases whose contents do not support dynamic features and often times state and obsolete. This makes it difficult for information-seeker to come up with appropriate regional information and thus, greatly affects investments generation, policy and decision-making, and information dissemination. It is in this intent that a project was conceptualized to create a regional one-stop information portal for Bicol government instrumentalities that will centralize online presence initiatives, provide public access, data banking of information, and establish connectivity with other sectors. The Bicol Online Portal will integrate government websites, databases and relevant information into one stop portal. The content management system (CMS) feature of the portal will encourage content generation and updating even for people with little knowledge on web development. It will also present dynamic features for user interaction. The project followed the principles of exploratory research. Project objectives were attained by studying the problem are and focusing on specific areas through discussion with information sources and others who are knowledgeable on the subject matter. It was developed using Joomla! Content Management System, PHP, MySQL, HTML, XML and other open-source tools especially Integrated Development Environment (IDEs) which improve the system and the development process. The project used open standards to ensure the stability and integrity of code, interoperability and maintainability of systems and support for future expansion. System development was done through prototyping with close coordination between the systems analyst and information sources/web users. User testing was done in coordination with information sources, potential users, and through the Regional Information Technology and E-Commerce Committee (RITECC V) to assess the functionality, technicality, content and usage of the project. Monitoring and evaluation were done to verify that the project met the targets and deliverables on the specified time through the PERT Chart. The output of the project will serve as a template and framework for the project of the same title which will be presented to the Regional Development Council V for funding requirements, as detailed in the ICT Resolution No. 1-05, Series of 2006, “Requesting the Regional Development Council (RDC V) to approve the Proposal for the Establishment and Maintenance of a “Bicol Portal” which was passed during the 1st Bicol ICT Congress help in Legazpi City on 23-24 November 2006. Upon completion of this Information System project, the author learned the following: web development using content management system and open-source tools, systems analysis and design, system deployment, systems documentation and project management.

ItemIntegrated Multi-Payroll and Billing System with HR Functions for BBC Allied and Personnel Services of Dumaguete City( 2008) Castro, Edper M.Duplication of jobs, redundant data, disintegrated or loosely coordinated file system, no inherent back-up system, disintegrated application on a manual-based manpower company that caters to medium (or even large) size of employees that is deployed to different clients/company is the focus of this work. The author had developed a system that corrects the aforementioned infirmities for a typical manpower provider company that uses a combination of manual and Office-automation software like Microsoft Excel. The developed system is an Integrated Multi-payroll and Billing System otherwise known as MAPABS (or Multi-Payroll and Billing System) that is a computer-based, automated, centralized, secured and data-driven system. The author also used a combination of methodologies in software engineering and human-computer interaction, namely, the Waterfall Model and Agile Method. The former is plan-driven, predictive and disciplined yet inflexible and suitable for projects that have a large number of developers; while the latter is adaptive (rather than predictive) or flexible, user-centric, focus on working software as a measure of progress and good for project with small number of developers. The developer system (i.e., MAPABS) has faster transaction turn-around time, low operational overhead cost, robust, secure, centralized easier to use and database driven even with a minimum budget compared to their old manual-based system as earlier described.
